    Coalition Formation in the Presence of Pariah Parties: Evidence from the Swedish Local Level

    Government formation in proportional parliamentary systems typically entails coalition bargaining. When a party is considered a “pariah” and is systematically isolated from political cooperation, however, the coalition formation process is fundamentally altered. This study explores changing coalition patterns at the Swedish local level, where the populist radical right party the Sweden Democrats (SD) has been considered uncoalitionable by all other parties. Using statistical analysis of all 290 Swedish municipalities across three elections (2006, 2010 and 2014), the results show that the parliamentary presence of the Sweden Democrats has contributed to increasing the ideological diversity of local level government coalitions by making the other parties more willing to form coalitions across the established left-right blocs. The results also show, however, that the right is becoming increasingly more likely than the left to form minority governments where the Sweden Democrats control the balance of power – including governments that rely on active (if informal) support from the SD – while the left remains more dependent on negotiating parliamentary support across the blocs. Increasing dependence of the right on support from the SD strengthens the bargaining position of the latter, and as its blackmail potential increases the future of its pariah status becomes more uncertain. The results give an indication of how the parties at the local level navigate the constraints imposed by an isolation policy dictated at the national level without engaging in formal cooperation. The statistical analysis is complemented by a more detailed study of a smaller number of cases to illustrate how political isolation affects the coalition formation process.
