Increasing energy efficiency in housing is essential for reaching climate and energy goals. In post-Soviet states, a large share of households live in energy inefficient residential buildings. Several renovation strategies have been implemented in recent years. However, there is an ongoing discussion about the actual energy savings from renovating the old buildings. Using different econometric methods and model specifications, we assess how large energy efficiency improvement can be achieved in practice.
