The course discusses different forms of transnational influence and cooperation in public administration. Public cooperation across borders is necessary for sustainable administration in a globalised world.
Public administration is influenced by various international organisations and the EU through laws, standards, and recommendations. However, much of the practical cooperation in the transnational context takes place beyond established rules, opening the possibility for more horizontal coordination between actors. The encounter between different national and international actors creates areas of tension, complexity and uncertainty related to different cooperation objectives, interpretations of the context and resources, and gives rise to processes of convergence and differentiation. The course contextualises and theorises these vertical and horizontal relationships in transnational public administration in managing crises brought about by social tipping points in contemporary Europe.
