My research looks at how Kazakhstan and Kyrgyzstan regulate personal data. Both countries have recently adopted new Digital Codes, and I examine which elements of international and regional models they take up, adapt or leave out. Alongside national law, I study special legal regimes: the Astana International Financial Centre (AIFC) and Astana Hub in Kazakhstan, and the High Technology Park in Kyrgyzstan. I am interested in what the similarities and differences between the two countries reveal about state strategies, and in how these rules are put into practice.
My dissertation is part of the Marie Skłodowska-Curie doctoral network SOCIAL External link. (Sociology of Authoritarian Law: Insights from Central Asia), coordinated by Lund University, and my supervisor is Joakim Ekman. My interest in the post-Soviet region goes back further: before starting my PhD, I worked in research coordination, including at the Academic Swiss Caucasus Net (ASCN), a programme supporting social science research in the South Caucasus.
